Gender issue is one of the main in national development implementation especially human resources. The government has done many empowerment programs with expectation to improve quality society woman, but data shows that there still asymmetry between man and woman activities, access, control into resources benefit. This research intends analyze public-empowerment activity within Etawah Crossbreed Cocoa-Goat Integration Program Perspective. information consists constituting couple (husband-wife) gets involved as program. used qualitative method through observation technique, in-depth interview documentation literature. results show gender program woman. can decide job decision received by doing knowledge transfer domestic development. Activity, benefit are affected supporting idea such social, education, globalization, for resistor population structure, economic, politics, culture.
